Leo Tech LLC is a certified woman-owned small business started in 2015 by Melody Vansandt. She has over 24 years of experience working as a Defense Contractor, Consultant and has held positions as Director of Pricing, Contracts Manager, Program Manager, and EVM Manager.

To develop dynamic original content for the Government Customer websites (e.g., public and private) and identify and maintain a topic schedule for articles/posts


  • Responsible for developing, testing, implementing, and maintaining web-based applications (HTML, CSS, JQuery, and JavaScript) utilizing the Microsoft development stack, including NET and MVC.
  • Perform requirements definition, design of new content and system capability, and
  • implement change control management processes in support of the websites content and
  • functionality.
  • Work within the Content Management Systems (i.e., Sitefinity, Drupal) to provide
  • ongoing content management, meta-tagging, maintenance of all external Web links,
  • quality assurance and optimized search capabilities to support the discovery of content.
  • Maintain compliance with all Federal/Agency/Center Web publishing standards and
  • policies, including compliance with Section 508 of the Rehabilitation Act.
  • Conduct alternative analysis on Agency and Commercial-Off-The-Shelf (COTS) products
  • and technologies in support of the websites, ensuring that web-based technology,
  • design and usability stay at the forefront of technology, delivering state-of-the-art
  • Develop original content/documents for the websites (e.g., Best Practices and OSMA
  • Policy News), post provided routine content (e.g., reports, presentations, and) to the
  • websites, and create special study materials including videos and multi-media artifacts
  • (e.g., web-based games, case studies, tip sheets) for safety awareness campaigns and
  • additional special topics that are aggregated on the sites.
  • Draft and design website content and landing pages for the websites. Manage review
  • processes and ensure final products meet all Government customers, Associated Press (AP), and Government Printing Office (GPO) style standards.
  • Capture, trend, and report on metrics related to website visits, video plays, and products

Typical duties include:

  • Designing, developing, and testing web-based applications
  • Diagnosing and fixing bugs found by quality assurance testers
  • Increasing online exposure through search engine optimization best practices


  • Troubleshoots system problems and issues and looks for ways to improve the application.
  • knowledge of commonly-used concepts, practices, and procedure.
  • Relies on experience and judgment to plan and accomplish goals.
  • Performs a variety of complicated tasks.




4-6 years with BA/BS

With 7+ years of experience, an AS may be substituted for a BA/BS. With 10+ years of experience, no degree is required.
